Navigate to the QQUI p99 forum post (thread clicky). The section Differences between base packs explains the different base options, in this case we're going with qqui for hybrids (download clicky). Save that base pack wherever you save downloads then right-click the completed file and extract the contents to C:\MY_EQ_DIRECTORY\uifiles\Velious.

The default UI (Titanium era 2005) has some features in it that are not enabled on P1999, so that can be irritating to look at them. The Velious inspired ... Do not pick a solo class, in p1999 your mana regenerate extremely slow and sitting regenerating 2-5 minutes between action is mindnumbing, besides you get to experience more of the game by groups..
