Noticed that I don't use pbo ( so I'm stick to 3.6ghz ) because if i turn it on temps GO crazy right away when i turn pc. My idle temps are 35-40º sometimes 40-45º You probably have programs running in you system tray causing the CPU to boost so until you close those you will never be at "idle". Try closing software in the system tray and see if the temps drop. Either way it's fine, some pieces of software can cause an elevated "idle" temp.
