Shove needs to be an attack action. Shove needs to have a range of 5ft. so you can actually defend against being pushed into an instant death hazard. There is no DM here to allow Dex saves to grab some roots to not die. The range is actually an even bigger offender than being a BA. The push arrows need to be much more rare or removed entirely.
