I have well over 100% Fortify Alteration, and I open up fast travel while I'm holding the object in the air with Telekinesis, but when I get to my destination the object is gone.According to Bulbapedia, there are four glitches in both Pokemon Fire Red and Pokemon Leaf Green. You can hit level 100 in 2 minutes by holding an object in front of you with the spell. This may be a good way to test it out.

The best way imo to power level Alteration is to have the Secret of Arcana lesser power. Ready Detect Life and/or Telekinesis and then cast SoA. Then cast your spell and you'll be able to cast it forever (SoA glitch).
