In Civ 6 the AI is a grudge holder and nothing else. Warmongering is itself completely arbitrary and overly esoteric in concept. If you take defensive action and take actions to demilitarize an actual warmonger AI everyone hates you for defending yourself and taking action to defend yourself.

In the mid to late game I have had previously friendly civs denounce me as a warmonger just for declaring a formal war, before I had even captured any cities. Basically if you are at all aggressive, even as the one who was attacked, you will be denounced as a warmonger.
