Doing the strength in numbers mission and the keycard just isn’t in my inventory anymore. last night I started the mission, went through the dialog, made the journey, cleared the town of enemies, yadda yadda yadda. I decided “oh it’s late, I’ll finish the mission tomorrow.” and while standing in front of the keycard door I quit the game.

I looked up the quest guide for strength in numbers to remember and I can see that a region will appear on the map just up the road from the Wayward. Route 59 on the map and a building called Slocum’s Joe if you have found it. The orange circle on the map is where you need to go to complete this quest.
