The custom tooltips work fine in Power BI Desktop, but the tooltips do not show in Service or embedded reports. The tooltip has worked fine for several years in Desktop, Service and embedded. This is such an awful button and there is or used to be a hotkey for it that I would always accidently hit. I went crazy the first time I turned it off and couldn't figure out the build requirements on anything. Most likely your tooltips were turned off in that drawing. To turn them back on you can go into the Drawing Settings and turn that option ON. To get there click on the C3D button on the top left of screen> Drawing Utilities> Drawing Settings. If taskbar tooltips cannot be disabled, at least fix the bug where they keep popping up on the taskbar even though we're not hovering over anything.
