You have to beat Rockwell Prime (Gen2 Boss) to unlock the tekgram, from there you can craft it and ride it. Without the engram you can still access it's inventory and use as a tek rep, but you cannot ride it. Best way to unlock is to complete all missions on gamma if you don't care about the extra level difference from higher difficulty ascension.Enforcers you can't upgrade with crafting skill as far as I can tell. I tested a 145 bp and it still came out same level and stats with 61% skill bonus (I'm level 180 on an unofficial server with 1890% crafting skill). Mek on the otherhand, I got a 155 that I turned into a 213 and a 151 that I turned into a 220 with really high increased stats.
