Okay, ignore the people talking about your difficultly level, as that really is not what you are asking. YES difficulty 1 will increase the max level a wild dino will spawn to 120, however, there is no way to change the AVERAGE level of dino's spawning... it simply multiplies their level by 4, so in other words, they could spawn as low as level 4, or they could spawn as high as 120.
