This was because when you turn a ARR relic in for the first stage of a HW relic, the game flags Drake's menu to always keep that class' items available. But Drake's menu apparently just doesn't flag well normally. I personally do a Holy Shield Nexus + Sword of the Round combo since I don't like the size or color of PLD relic swords.
