There is 4 levels here, the higher you go up the higher level the guards are, I'd say floor 1-2 is about 25-29ish, 3rd/4th floor there is 30-34ish guards. Now for the slightly more difficult part depending on your level / race / class. There is a banker in the zone who is level 25 and has a roamer guard who is level 34.

A lot of solo locations have limited spawns but their are many that you can expand and with a Necro/druid just casting darkness/snare and fear, there is pretty much no downtime. As a single player, you cannot ever claim multiple camps. If younwant to swarm just go to BW and swarm kite. CoM is not the place for you to do that. It's a nice place to swarm at 60 to boost up lvl 40+ players though and rack up loot when the zone is empty.
