Alright I just sat down and reset the quest. It doesn't appear to have any effect. All of the quest stages are still zero and reading the book doesn't start the quest. I even dropped the shards and the aetherium wars book, then reset the quest, then picked them up and the game still failed to deliver a dialogue or start any quests.
