The in game I'm not sure, and i don't think so ( correct me if I am wrong). But if you have Nvidia card you can use nvida experience to show your fps and you can change the direction where is displayed or MSI afterburner that comes with rivatuner. As far as i know the in game fps counter tanks a little bit performance like Nikita said.
