The best race for ki blasts hands down is the Frieza race. Between the three races you listed however, saiyans have more raw power in Super Vegeta 2 while earthlings have much better sustainability with Potential Unleashed. If you want to cheese PVP then just pick a saiyan, go Super Vegeta 2 and spam go go gum/dragon flash bullet.
