You should be able to unlock the memento shaders for general use somehow. I'm not sure how but I was very disheartened to find out that you can only put them on specifically weapons that are level 30, and are craftable. I know I'm in the minority but what if I really like the shader and I want to put it on my armor?

I go to reshape them at the enclave and they’re still slotted into their respective guns. But if I inspect them and check the shaders they both say “Memento required”. The tracker kills for their respective guns are still on them.
