The answer is yes and no. Each achievement diary item gives passive benefits regardless but they also give extra benefits if you wear them. The skillcape of thieving also inherits those benefits and wearing it can act like wearing the cloak. But the wiki is contradicting itself regarding the pickpocket chance increase.

The problem is that when converting it to a max cape variant, it loses the Ardougne Cloak 4's pickpocket rate boost. It ALSO loses the max cape's boost.
