He gets all his damage from moving quickly, and if you're using the monarch you're either slow or you aren't getting the full effect of the gun. There's much better weapon choices for him, both in base game and especially in dlc.Zane has a lot of skills which add damage into the same category where ASA 200% falls into. Essentially the more you add into that category, the less effective it becomes.
