FYI, you get one Level 80 boost with purchase of EoD, so you could just use that and boost a character right up there. Story-wise, you'll be a little disadvantaged in lore understanding if you don't at least read up on the living world season 4 plot. If you just started playing it's not essential to rush into any expansion content.

Everything else is untouched. Maps, story, everything. When you do story, or any lower level content you are scaled down.

The boost to 80 will only give you the effect of the levels you don't already have (and the bonus stuff that comes with the boost which does not include hero points), if you use tombs first you are just wasting them.
