Civ 6's Angkor Wat doesn't have that problem, which can potentially make it extremely powerful. To put some numbers on it, every point of population is worth 0.5 science, 0.3 culture and a citizen.I'm playing as the Netherlands right now and have a lot of coastal tiles for a city of mine that I can build polders on. I'm considering building the mausoleum on top of this but I'm curious if my polders would be affected by it? Never tried it myself but I'm pretty sure it will work.
