The guild line is probably the most diverse guild questline in the game. I love it. Why would it make sense you can become the leader of the thieves guild without actually, you know, stealing some shit. You get tribute from the other thieves once you're boss. You can become the leader of the mage guild by finding one magic artifact.Sounds like a classic Skyrim glitch, what most likely happened is the chest you need to open, fell into the ground making it impossible to finish the quest.
