Yes, Redeemer Prime can do that. Many other weapons can also do it, and I find that I don't enjoy Redeemer Prime that much. If you want a gunblade, I would recommend the Stropha, it's easier to get than Redeemer Prime and harder to miss shots with. I haven't gone after a lich in probably a year, but my more recent use of a Stropha heavy attack build for SP might make it even easier to down a lich.
