Stop making so many servers at the outset. Not a solution for TBC classic, but whenever wrath classic comes out, make less servers from the beginning. Significantly less, like there should be 5 total for NA. 2 pvp, 2 pve, 1 rp-pvp. Even if there are queues at first, that always dies down.
