Sometime, when I rebuild distribution in second district, the workers would work one or few days and then being idle. However, the distribution post in beginning district is working fine. I'm not positive, but I think beavers only do one run a the beginning of the day as well. I am encountering a similar problem, only in one of my >10 districts.
