This would rule out the only other thing you can rule out that you have control over. Other then that one thing you can do to test/ get better service anyway:the better solution would be getting the legacy cable boxes (Samsung boxes) and just don't use the Altice system . so you would use your own modem and router for internet, an old Arris modem (provided by optimum) for the phone , and the Samsung boxes for the TV.
