Tribal land mechanic is making colonization impossible. I was playing a Castile game, and I suddenly noticed that all the tribal lands in North America just suddenly got annexed as real provinces. To be specific, the entire eastern seaboard are now full-fledged cities owned by native tribes, making colonists completely useless.I guess migratory tribes are heavily slowed down by building restriction for reform progress buildings. I hadn't considered that since I was usually playing as a settled tribe and spamming reform buildings and reforming to Totemist Republics. I'll have to experiment with this more in a real game.
