I've tried this both solo and with 2 players, and it happened either way. I remember in the past only needing 1 upgraded bow (solo) or 2 (duo). Impossible. Solo only requires 1 bow, unless you are not offline. Ranked Online=1 bow, anything else (Local, Unranked)=4 bows.
