The Emperor's gameplay is very much about keeping IA growth up, and IA growth is improved by the number of princes in the Empire- you don't want to lose a half dozen or more of them right off the bat. Plus, I believe (correct me if I'm wrong) that there's a lump sum of IA granted for each prince you keep in the HRE.

Routinely go to war with members of the empire and force them to spit out anyone you can, even nations that don't exist in 1444.
