The best possible turbine setup is 24 ludicrite blocks and 80 blades. 2b/t steam will produce 24k rf/t with default settings. Other than this, the key to using the turbine is balancing the blades and coils vs steam input to keep the speed at 900 or 1800 rpm. Blades speed up the rpm, coils slow it down, and the peak output is at those speeds.
