There are a lot of minor characters in addition to the major ones who are reoccurring. The 2.1-2.4 isn't bad so much as it's a lot of quests with not a huge amount of plot development. 2.5 and into Heavensward are pretty much great the whole time though. It does get better the further you progress into it.
