Not sure if it's when I start the build order before the builder is ready or what, but it usually gets them to start it. Also check if the builder has any requests open, then fulfill or cancel them. That seems to happen to me a lot. Try going to manage workers and press pause then restart then unpause. That tends to fix it for me.
