The "MaxSkill" number has been reported to be a static 400 for all formulas in the game, though, this number is currently unconfirmed. So at level 60 with 252 dual wield, you'd have a 78% chance to dual wield. For other classes the formula may be slightly different (e.g. / 500 instead of / 400).
