I run the Vile Mask, 4 piece Eclipse Protocol & 1 Golan kneepad rolled for weapon damage on technician. My primary is the Pestilence and Mechanical Animal secondary. This build has made heroic very easy, I've even run into rogue agents on heroic and this build has made them a quick kill. It's been a lot of fun.

Don't concern yourself with crit too much. Multiplicative damage bonuses will increase the pestilence debuff, crits won't. If you do this build right you will see over 1mil per tick in a team of 4, and be on par damage-wise with Eclipse/Vile status effect builds. Playing Division 2 since release, but solo. That said it is hard to find a good build without dying all the time. Pestilence is quite fun but I die after a few shots and as you know dying just once is frustrating in heroic since you start all over again. Tank builds worked but I don’t like running with the shield. 2 piece Heartbreaker, Contractor Gloves, Backpack with Vigilance, Chest with Glasscannon and fox prayers kneepads should boost Pestilence and its debuff crazy. But i would recomend to just choose a different weapon to play. Pestilence is sadly pretty shit bc it doesn‘t stack with status effects.RPM boost from top half of measured helps build stacks fast which gets you more damage and softens the hit to weapon damage with the top half. Striker RPM buff softens the hit to RPM with the lower half of Measured so it's practically a straight up 30% amplified damage boost. As for the Police M4, kinda personal preference. It amplifies the “Plague of the Outcasts” damage and spread (AOE) or whatever the talent is called on Pestilence. Pestilence scales off of Weapon Damage. They’ve said that the plague isn’t a status effect, but it does seem to do better on status effect builds. Maybe just compounding another damaging debuff on top of all the status effects.

The striker stacks don't buff the pestilence ticks so there is no reason to do this IMO. If you want to make a DPS LMG build I recommend the Infantry MG5, maybe even a bullet king build.
