No normaly speaking element viens should be active, the disabled thingy was because the viens where destroying player structures when spawning in. How ever its worth noting, that there have been some issues on Extinction since the Genesis release, and OSD's and Viens seem to be reported as affected by them.

Someone always has to be left with the vein, if no one is within a certain distance of it, it will disappear relatively quickly. Not sure if it’s the best, but mantis with good pick blueprint is by far the most ele we got. If it’s a smaller vein (less health) a rex or something smaller might work.
