The solution i found is to just make a CN that colonizes the continent. I let them reform so that they stop the migratory tribe shenanigans. Then when they reform i annex them. Neutral or your tribal lands provide 0.02 tribal development, while lands of other tribes give 0.1 tribal development. So, ideally you should always graze in tribal lands of another nation.
