Although I suck against Steve I believe Pac benefits from the matchup. Pac's fruits interact really good with Steve's minecart, an orange should both stop the cart and even hit Steve. Also when Steve mines it's not so bad as with other characters because Pac can charge fruit or do setups atleast.
