Steve, for instance, only has two MU charts right now, from Dabuz and Hungrybox, and neither of them main the character.

Steve is a matchup check character for sure. Although I cannot speak for every character, I find that I have to play characters in my lineup (Min Min, Lucina, Pyra/Mythra, Pichu, Ice Climbers, and RosaLuma) much differently against Steve than I do against a lot of other characters.
