SWTOR was announced in 2008. Then, 3 years later in 2011, SWTOR was released. Disney shutdown LucasArts in 2013 and announced a month later a licensing deal with Electronic Arts for Star Wars games. There's a good 5 years between the beginning of SWTOR's development and EA/Disney license (which was 2 years after SWTOR's release.)
