You can switch between storylines as much as you want. To get back to Stormwind, use your Dalaran hearthstone and there will be a portal to Stormwind in the alliance area (the name escapes me atm). From there you just have to talk to the person that start the BFA questline. Trying to use the toy results in a “You can’t do that right now” no matter where I’m standing. The Admiral’s Compass still works, but a 4 hour cooldown is ridiculous. The Legion portal is not active to me at 35. They removed the summoning stone from in front of the Violet Hold. I guess too many people were summoning there. I was summoned to a different dungeon and flew to Dalaran. There are breadcrumb quests on the map in every leveling zone, but no one meets you to start your class hall in Dalaran.

Can't find Dalaran Hearthstone. I leveled a paladin a week or two ago and realized that I didn't receive the dalaran hearthstone. I've replayed the broken shore questline by speaking to the NPC in dalaran near Khadgar. I have done enough legion quests to unlock Antorus. I've been able to get the stone on 4 other character with no issues.

I believe you have to actually start the legion content via the quests/chromie time, then once you arrive at Dalaran (even if you skip the intro scenario) the Dalaran hearthstone is provided to you.
